Is any touch of a mounted phone illegal?

Not necessarily. California Vehicle Code 23123.5 allows a single swipe or tap to turn a feature on or off when the phone is properly mounted without blocking the road view. That is not permission to type, scroll, or hold the phone. Rules are stricter for drivers under 18; we review your age, setup, and what the officer says happened.
